So, Kido is confirmed as chuunibyou, and Jin mentioned that ‘the reason she formed Mekakushidan was related to her chuunibyou-ness’. 

Then, my theory is that Mekakushidan was at first formed because Kido deluded herself as some sort of rebel group and pulls Seto and Kano to it.
